Authorizes the Department of Human Services to contract with victim service providers to operate and manage sex trafficking special treatment facilities for minor victims.

Defines eligible minors as those under 18 who are engaging in prostitution, victims of sex trafficking, or victims of federal sex trafficking crimes.

Requires facilities to obtain a current valid license from the Department of Health and provide housing and appropriate therapeutic services including rehabilitation, education, vocational, medical, and mental health treatment.

Establishes victim service providers as responsible for determining eligibility, degree of need, treatment plans, and continued residency for participants in consultation with the Department and family court.

Appropriates unspecified funding for fiscal years 2017-2018 and 2018-2019 and requires annual financial reporting from contracted providers, with contract termination as penalty for non-compliance.
