Adds registration and licensing requirements for autocycles (three-wheeled vehicles with steering wheels) as motor vehicles in Hawaii, effective January 1, 2018.

Requires autocycle operators to possess a valid type 3 driver's license and ensures autocycles are registered pursuant to section 286-41.

Mandates eye protection for occupants in autocycles without front windshields and requires all occupants to comply with seat belt requirements.

Requires dealers, sellers, lessors, and rental agencies to disclose that autocycles do not meet federal Motor Vehicle Safety Standards, lack airbags, and lack certified rollover protection.

Amends motorcycle definition to include autocycles as three-wheeled vehicles with steering wheels certified by manufacturers to comply with federal motor vehicle safety standards.
