Narrows the scope of private trade, vocational, and technical school licensing to only those schools requiring state authorization to participate in federal student aid programs under Title IV of the Higher Education Act.

Establishes a $10,000 initial licensure fee and a $10,000 biennial renewal fee for private trade, vocational, and technical schools, with all collected fees deposited into a new special fund.

Requires schools seeking licensure to submit certification of Title IV student aid participation, proof of accreditation or state licensure board eligibility, business registration, tax clearance, and a $50,000 surety bond.

Transfers consumer complaint investigation authority from the Department of Education to the Department of Commerce and Consumer Affairs.

Repeals sections 302A-424, 302A-427, and 302A-428, eliminating the department's discretionary regulation of excluded schools and curriculum approval requirements; effective July 1, 2099.
