Establishes a new collective bargaining unit (15) for graduate student assistants employed for a minimum of 20 hours per week by the University of Hawaii.

Excludes graduate student assistants from the general "student help" exclusion in Section 89-6(f), allowing them to organize and bargain collectively.

Includes graduate student assistants in impasse resolution procedures under Section 89-11(d), granting them access to mediation and board assistance during contract negotiation deadlocks.

Designates the Governor (3 votes), Board of Regents of the University of Hawaii (2 votes), and President of the University of Hawaii (1 vote) as the public employer representatives for this bargaining unit.

Effective July 1, 2050, with the collective bargaining unit authorized to form beginning July 1, 2018.
