Prohibits application of neonicotinoid insecticides and glyphosate herbicides on public lands owned or maintained by the State after December 31, 2019, unless the applicator holds a state or federal research license or obtains a state permit for immediate threats to human health with no viable alternatives.

Defines neonicotinoid insecticides as a class of systemic pesticides including acetamiprid, clothianidin, dinoteluran, imidacloprid, thiamethoxam, and other new neonicotinoids specified by the department.

Allows counties to adopt rules or ordinances with stricter limitations on neonicotinoid insecticide and glyphosate herbicide use than state requirements, with the more restrictive requirements applying in case of conflict.

Requires the Department of Agriculture to adopt implementing rules within one year of the Act's effective date.

Notes that the Act is intended to protect Hawaii's honeybees, native pollinators, residents, and natural ecosystems from documented harms including neurological damage to insects and probable carcinogenic effects to humans.
