HB1290 Summary

• Requires voter registration application affidavit to be included as part of all driver's license and identification card applications in Hawaii.

• Driver's license and identification card applications cannot be processed until applicant either confirms existing voter registration, applies to register to vote, or affirmatively declines voter registration.

• Requires examiner of drivers to electronically transmit applicant information (name, date of birth, SSN last four digits, address, signature, and voter registration status) to the office of elections in real time for eligible applicants.

• Makes driver's license and identification card databases electronically accessible to election officials and the statewide voter registration system to facilitate voter registration processing and verify information.

• Effective date: January 1, 2018.
