Requires the Hawaii Institute of Marine Biology at the University of Hawaii to conduct ongoing studies on the environmental impacts of sewage spills on affected coral reefs.

Mandates the institute to evaluate damage, identify diseases resulting from sewage contamination, and develop recommendations for mitigating harmful effects on coral reef ecosystems.

Requires the institute to submit annual reports of findings to the legislature no later than twenty days before each regular legislative session, with reports potentially including proposed legislation.

Appropriates an unspecified amount from general revenues for fiscal years 2017-2018 and 2018-2019 to fund the ongoing sewage spill impact studies on coral reefs.

Effective July 1, 2017.
