Establishes strict liability for persons or entities that knowingly or inadvertently introduce invasive species into Hawaii after the bill's effective date.

Makes liable parties responsible for all or part of the expenses necessary to eradicate the introduced invasive species from the State.

Requires the Hawaii Invasive Species Council to follow notice and public hearing requirements under chapter 91 before determining liability.

Allows persons or entities determined liable to retain all rights under chapter 91 to contest or appeal the council's determination.

Takes effect on July 31, 2150.
