Requires a permit from the Department of Land and Natural Resources before holding a regatta, marine parade, or surfing contest, unless prior Coast Guard authorization has been secured.

Permit applications must be submitted at least 45 days before the event start date, with applications accepted up to one year in advance.

Department of Land and Natural Resources may assess and collect a fee for permit processing and must approve or deny permits within 30 days of receiving a completed application.

Requires a $250 nonrefundable deposit if an event is canceled within 60 days of its scheduled start date.

Effective date: July 1, 2050.
