Requires the State Auditor to conduct a study on establishing a regulatory agency within the Department of Commerce and Consumer Affairs to oversee homeowners associations.

Agency would provide consumer protection services including monitoring proper use of fees, establishing vendor selection standards, and facilitating dispute resolution between homeowners and associations.

Agency would enforce statutes and regulations governing homeowners associations, compel compliance through legal action, and recommend additional penalties as needed.

Auditor must perform a cost-benefit analysis including start-up costs, operational costs, and other maintenance expenses for the proposed agency.

Auditor shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2018 regular session; appropriates funds for the study.
