Expands grant repayment requirements to include grants used for planning, design, construction, renovation, operations, and equipment of facilities, requiring repayment if the organization discontinues approved activities or services.

Designates the Department of Budget and Finance as the negotiating agency for grant repayments instead of individual expending agencies.

Requires organizations receiving grants to publicly recognize that projects were supported by State grants.

Authorizes expending agencies to delegate their grant authority to different agencies with approval from the Governor and the grant recipient.

Requires the Governor to notify the legislature within five days of delegating expending authority and submit a report of all delegations annually by November 30.
