Designates public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea Peninsula Redevelopment District, which contains approximately 85% of overnight visitor accommodations in east Hawaii County.

Establishes a Waiakea Peninsula Redevelopment District Planning Committee to exercise powers and duties authorized under chapter 171 of the Hawaii Revised Statutes.

Creates a Waiakea Peninsula Redevelopment District Revolving Fund receiving 50% of public lands revenues, legislative appropriations, and gifts or grants for redevelopment purposes.

Transfers all leases, contracts, agreements, permits, and other documents to the Department of Land and Natural Resources upon repeal of the act, with remaining revolving fund moneys transferred to the special land and development fund.

Becomes effective July 1, 2117, if companion legislation passes, and automatically repeals on June 30, 2027.
