Establishes a K-12 Agriculture Workforce Development Pipeline Initiative within the Department of Labor and Industrial Relations to conduct training sessions on all islands for teachers and school administrators in agricultural self-sufficiency.

Initiative shall be headed by a resource teacher (bargaining unit 5) appointed by the director, who will develop incentives including scholarships, travel offsets, course credits, and stipends.

Course material for training sessions must be approved by the Hawaii Agriculture Workforce Advisory Board established under section 371-19.

Department shall submit annual reports to the legislature on initiative activities no later than twenty days before each regular session convenes.

Appropriates unspecified general revenues for fiscal years 2017-2018 and 2018-2019 to fund one full-time equivalent (1.0 FTE) resource teacher position.
