Requires all board members of condominium associations to receive eight hours of condominium law education annually from the commission.

Mandates that all board votes and association meeting votes be open and not held in executive session, unless inconsistent with chapter provisions.

Requires managing agent employees whose primary responsibility includes direct interaction with the association to be licensed in accordance with commission requirements.

Changes mediation dispute procedures to require courts to issue a judgment against parties refusing to participate in mediation, including awarding expenses, costs, and attorneys' fees.

Establishes these requirements for both Chapter 514A (apartment condominiums) and Chapter 514B (resort/residential condominiums) associations.
