Requires the State Procurement Office, in conjunction with the Department of Education, University of Hawaii, Department of Transportation, and Department of Accounting and General Services, to conduct a comprehensive analysis and review of the Hawaii Public Procurement Code regarding construction contract awards.

Analysis must include review of issues raised in a 2015 task force report, comparison of Hawaii procurement code with federal construction procurement laws (Title 48 CFR Chapter 1, Part 36), and assessment of whether closer alignment with federal requirements would benefit the State.

State Procurement Office must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the 2019 regular session.

Appropriates unspecified funds from general revenues for fiscal years 2017-2018 and 2018-2019 to conduct the review and analysis.

Effective date is July 1, 2050.
