Establishes the "Clift Tsuji Act" to strengthen Hawaii's biosecurity program and address threats from invasive species that damage agriculture, native ecosystems, and economy.

Requires the Department of Agriculture to establish parameters and construction requirements for biosecurity facilities, including cold storage facilities at airports and harbors, developed through private-public partnerships.

Appropriates $1,200,000 annually for fiscal years 2017-2018 and 2018-2019 from the agricultural development and food security special fund for biosecurity initiatives.

Allocates funds for import replacement of high-risk crops ($200,000), pest management systems ($500,000), quarantine treatments ($100,000), diagnostic development ($100,000), inspection capacity improvements ($200,000), and education programs ($100,000).

Requires the Department of Agriculture to submit a progress report on the biosecurity program to the legislature by 30 days prior to the 2018 regular session; effective July 1, 2017.
