Appropriates funds for the High Technology Development Corporation to issue grants converting proof-of-concepts from application challenges into prototypes for state and local government use for fiscal years 2017-2018 and 2018-2019.

Requires grantees to obtain matching donations from corporate and philanthropic sources accounting for at least 50 percent of project costs and to make all funded applications open source for free public use.

Permits non-challenge winners to apply for grants and allows funds to support challenge events, prototype implementation, and adoption plans including marketing and outreach.

Prohibits appropriated funds from being awarded as prizes for application challenges and requires reports to the legislature by fiscal years 2018 and 2019 detailing grant amounts and application progress.

Takes effect July 1, 2038.
