Amends Hawaii Revised Statutes Section 46-4 to allow counties with populations less than 100,000 to enact zoning ordinances permitting amortization or phasing out of nonconforming single-family transient vacation rental units over a reasonable period of time.

Expands amortization provisions beyond the current limitation that applies only to commercial, industrial, resort, and apartment zoned areas to include transient vacation rental units in any zoning classification in smaller counties.

Clarifies that amortization of nonconforming uses cannot apply to existing residential (single-family or duplex) or agricultural uses, except for nonconforming transient vacation rental units as specified in this amendment.

Applies only to counties with populations less than 100,000, leaving larger counties' zoning authorities unchanged.

Takes effect upon approval.
