Establishes that non-Oahu legislators' per diem allowance during legislative sessions equals the federal Department of Defense flat rate per diem for Oahu temporary duty assignments of 31-180 days.

Removes the previous three-part test for setting allowance rates (federal/state comparison, expense calculation, joint determination by Senate President and House Speaker) for session per diem.

Allows Oahu-based legislators to receive the same federal DoD per diem rate for official business conducted on their island during recesses exceeding three days or interim legislative business.

Permits legislators required to remain away from their home island overnight or longer during recesses or interim business to receive allowance for board, lodging, and incidental expenses, subject to presiding officer authorization.

Takes effect upon approval.
