HI HB1359

Grants each county power to enact and enforce ordinances to prevent, investigate, control, or eradicate invasive species identified by the Hawaii invasive species council on public or private premises within county limits.

Requires counties to adopt specific laws, ordinances, or rules to implement this authority, and mandates property owners or tenants be given opportunity to contest proposed county actions.

Exempts county actions under this authority from the exclusive jurisdiction of state lead agencies designated under invasive species control law.

Modifies section 194-3 of Hawaii Revised Statutes to clarify that state lead agencies retain sole administrative responsibility except when counties exercise authority granted by this measure.

Bill takes effect July 31, 2150.
