Adds "edible manufactured marijuana product" to Hawaii law, defined as baked products or dairy products made with marijuana.

Authorizes up to eight companies with at least 20 years of experience manufacturing baked goods or confectionery products to partner with medical marijuana dispensaries to produce edible marijuana products.

Expands allowable manufactured marijuana product types to include baked products (bars, brownies, cakes, cookies) and dairy products like ice cream, subject to hazard analysis and critical control point approval.

Establishes manufacturing requirements including use of commercial kitchens, hand washing, and glove-wearing for edible products; prohibits participation by individuals with acute gastrointestinal illness or communicable foodborne diseases.

Adds packaging requirements for manufactured marijuana products including equivalent marijuana weight, warning labels stating the product is medication not food, allergen information, and date of manufacture; requires all products to be individually wrapped.
