Amends Hawaii Revised Statutes Section 302A-406 to require the Department of Education to provide suitable transportation to and from school for all students identified as homeless under the McKinney-Vento Act (42 U.S.C. §§ 11431-11435).

Authorizes homeless service providers to request transportation on behalf of homeless students, allowing providers to facilitate school access without requiring direct parental or guardian requests.

Maintains existing department authority to adopt policies, procedures, and programs for student transportation while adding a new mandatory obligation for homeless youth transportation.

Takes effect upon approval.
