Expands the definition of "provider agency" for homeless services to include organizations that receive state funds without a formal contract, in addition to those with contracts.

Requires provider agencies to submit annual financial and performance audits conducted by certified public accounting firms to demonstrate effectiveness.

Mandates that audits include recommendations to address problems, and provider agencies must address these recommendations to continue receiving state contracts or funds.

Allows the department to bar provider agencies from future contracts or funding if they fail to implement audit recommendations, until deficiencies are resolved.

Takes effect July 1, 2017, establishing state oversight mechanisms for homeless services funding.
