Requires the Department of Land and Natural Resources to establish a "stay for work" program providing homeless individuals and families with legal campsites at state parks in exchange for volunteer services maintaining park grounds.

Limits volunteer work to a maximum of 25 hours per week for adult program participants.

Mandates that provided campsites be suitable for tents or temporary dwellings and include access to public bathrooms, showers, and a fire-building area for cooking.

Grants program participants the right to continue occupying their campsite so long as they comply with program rules.

Directs the Department of Land and Natural Resources to adopt administrative rules under Chapter 91 to implement the program.
