Directs the Department of Human Services to establish residential campgrounds for homeless individuals on undeveloped government lands located in industrial zones.

Campgrounds must provide minimum facilities including designated tent campsites, secure valuables storage, parking, public transportation access, cooking facilities, bathrooms/showers, waste disposal, mailing addresses, supportive services, and an earnership volunteer program.

Department must develop campgrounds consistent with "housing first" program principles and offer support services substantially equivalent to those in housing first programs.

Adopts rules allowing admission without qualification if space is available (unless person is dangerous), prohibiting eviction as punishment for rule violations, and permitting residents to live in tents, temporary structures, or automobiles.

Appropriates $1,000,000 for fiscal year 2017-2018 and $1,000,000 for fiscal year 2018-2019 to establish campgrounds and hire staff; requires annual legislative reports on number of campgrounds, residents served, operating costs, and support services provided.
