Establishes examination requirements for elevator mechanic licensure, including minimum age of 18, passing score of 70%, and prohibition on reviewing failed exam answers.

Requires licensed elevator mechanics to complete at least 10 hours of continuing education per renewal cycle from approved courses related to elevator construction, installation, repair, and maintenance.

Defines "conveyance" to include elevators, dumbwaiters, escalators, moving walks, and lifts, and requires all work on these devices to be performed by licensed elevator mechanics.

Changes minimum training qualifications from four years under supervision to four and one-half years of full-time equivalent training (with at least 9,000 hours under a licensed mechanic) plus completion of a nationally recognized training program.

Increases Elevator Mechanics Licensing Board meeting frequency from twice to four times annually and removes provisions for apprentice elevator mechanic registration.
