Establishes a temporary Kalihi 21st Century Commission within the Office of Planning to develop a comprehensive community development plan for the Kalihi area on Oahu, ceasing operations on June 30, 2020.

Commission membership includes the governor or designee, two Office of Planning representatives, state senators and representatives from districts 13-15 and 27-30, and representatives from University of Hawaii Honolulu Community College and Honolulu Authority for Rapid Transit.

Commission shall request representatives from nine specified community organizations including healthcare, youth, family services, and social service agencies, plus three business representatives each selected by the Senate President and House Speaker from lists of nine Kalihi-area businesses.

Development plan must focus on economic development, affordable housing, education, healthcare, poverty reduction, crime reduction, and job creation, including review of correctional facility relocation, open space, commercial development, and mixed-use opportunities.

Commission shall report findings and legislative recommendations to the legislature no later than twenty days before regular sessions in 2018, 2019, and 2020.
