Authorizes the Department of Health, in consultation with the Department of Human Services, to allow two private-pay individuals to be cared for in the same community care foster family home under specified conditions.

Requires that the two private-pay individuals be in a relationship as a married couple or in a civil union, with one already residing in the home for at least six months.

Permits this arrangement only if the home is certified for three beds, has had a vacant medicaid bed for at least six months, and no medicaid recipients are seeking placement.

Requires that if the legal relationship ends through death or divorce, one of the two private-pay beds must immediately become a medicaid bed.

Directs the Department of Health to report to the legislature by twenty days before the 2018 regular session on the authorization's impact on medicaid client availability.
