Requires each state government branch (executive, judiciary, and legislature) to establish a leave sharing program allowing state employees to donate accumulated vacation or sick leave to colleagues with serious personal or family illnesses or injuries.

Permits county chief executives to voluntarily establish leave sharing programs for county employees under the same guidelines.

Prohibits state government branches from restricting leave sharing between different departments or bargaining units based on administrative infeasibility.

Allows employees to designate beneficiaries for earned but unused vacation pay in case of death by filing a statement with their employing department, eliminating the prior requirement for verification.

Takes effect January 7, 2059.
