Establishes a new chapter in Hawaii Revised Statutes requiring youth sports coaches to obtain annual certification from both the governing sport league association and the Department of Commerce and Consumer Affairs before coaching any athletes.

Permits a single annual certification to cover coaches working with multiple teams.

Requires the department to adopt rules establishing certification requirements including training, cardiopulmonary resuscitation and first aid training, concussion education, and background checks.

Authorizes the department to charge a reasonable permit processing fee and imposes civil penalties of up to $1,000 per violation, with each day of continued violation constituting a separate offense.
