Abolishes the emergency appropriation - office of the governor trust fund (established 2011) with unencumbered balances transferred to the general fund.

Abolishes the healthcare transformation coordinator grant trust fund (established 2012 by office of the governor) with unencumbered balances transferred to the Hawaii community foundation.

Abolishes the planning and research special fund (established by office of Hawaiian affairs) with unencumbered balances transferred to the office of Hawaiian affairs main trust account.

Repeals Hawaii Revised Statutes section 302A-305 (education research and development revolving fund) effective July 1, 2017, with remaining balances lapsing to the general fund.

Abolishes the families for resources and early access to learning program special fund and the school community services (adult education) trust fund (both established by department of education) with balances transferred to the emergency and budget reserve fund and general fund respectively.
