Repeals the Emergency Medical Services Special Fund and redirects its revenue sources (cigarette tax, motor vehicle registration fees, and investment returns) to the general fund.

Appropriates an equal dollar amount from general revenues to the Department of Health to continue operating the state comprehensive emergency medical services system without disruption.

Modifies cigarette tax allocations effective July 1, 2017, eliminating deposits to the emergency medical services special fund and redirecting those revenues to the Hawaii cancer research special fund and trauma system special fund.

Changes motor vehicle registration fee deposits from $5 per vehicle to the emergency medical services special fund to $5 per vehicle to the general fund.

Appropriates funds to the Department of Health for community paramedic services to address non-emergency calls and serve populations including the homeless, post-hospital discharge patients, and those with chronic medical conditions.
