Auditor must contract with an appropriate contractor to investigate the Department of Taxation's tax system modernization project and identify operational problems, their causes, and any resulting tax revenue losses.

Auditor is exempt from Chapter 103D, Hawaii Revised Statutes (procurement requirements) in executing this investigation.

Comptroller and Director of Finance must provide assistance to the auditor upon request for conducting the investigation.

Auditor must submit a report to the legislature no later than twenty days before the 2018 regular session, including findings, proposed solutions with cost estimates, and any proposed legislation.

$150,000 is appropriated from general revenues for fiscal year 2017-2018 to fund the investigation, effective July 1, 2017.
