Requires the Hawaii Emergency Management Agency to develop a post-disaster fresh drinking water security plan that includes infrastructure, pumps, and equipment to ensure adequate drinking water supply if the public water system is destroyed, impaired, or contaminated.

Mandates the Hawaii Emergency Management Agency report to the legislature no later than twenty days before the 2018 regular session on the progress of developing the water security plan.

Appropriates an unspecified amount from general revenues for fiscal years 2017-2018 and 2018-2019 to the Department of Defense for developing the post-disaster fresh drinking water security plan.

Takes effect on July 1, 2050.
