Requires county agencies to certify exemptions within 30 calendar days of receiving written notice from the owner or occupier.

Requires owners to provide final as-built written notice to the county building permitting agency within 30 days of completion, occupancy, or use of the structure.

Clarifies that agricultural building exemptions do not exempt developments from federal floodplain management development standards, ordinances, codes, statutes, rules, or regulations required under NFIP.
