Establishes a homelessness fund within the Department of Human Services to be administered for homeless facilities, shelters, and programs, funded by net proceeds from homeless facilities and a percentage of conveyance tax revenues.

Increases Hawaii's conveyance tax rates on all real property transfers by 5 cents per $100 of value across all price tiers, ranging from 15 cents per $100 (properties under $600,000) to $1.05 per $100 (properties $10,000,000 or greater).

Directs a specified percentage of annual conveyance tax collections to the homelessness fund, with remaining portions allocated to the land conservation fund and rental housing revolving fund as previously established.

Creates a community shelter commission in each county composed of representatives from state, federal, county, clergy, real estate, social services, and business sectors with exclusive authority to select public property for homeless facilities and programs.

Takes effect July 1, 2017.
