Directs the Department of Human Services to establish and operate residential campgrounds for homeless individuals on undeveloped government lands in industrial zones.

Authorizes DHS to enter into agreements with state agencies, county agencies, and the federal Department of Housing and Urban Development to access land for campground use.

Requires campgrounds to provide minimum amenities including designated tent sites, secure storage, bathrooms/showers, trash disposal, mailing addresses, fire cooking areas, parking, public transportation access, and supportive services.

Mandates campgrounds follow "housing first" principles, allow unrestricted admission unless individuals pose danger to others, prohibit eviction as punishment for rule violations, and permit residents to live in tents, temporary structures, or automobiles.

Appropriates $1,000,000 for each of fiscal years 2017-2018 and 2018-2019 and requires annual legislative reporting on campground operations, costs, services offered, and resident demographics; effective July 1, 2017.
