Amends Hawaii Revised Statutes Section 302A-405 to require the Department of Education to provide free school meals to children who are eligible for free or reduced-price meals based on USDA income eligibility guidelines.

Replaces the previous language allowing the department discretion to set lower rates or free meals based on economic need with a mandate to provide free meals according to federal USDA guidelines.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 for the Department of Education to implement free school meals for eligible children (specific amount left blank in bill).

Maintains existing requirement that meal prices be set to ensure revenues cover at least one-half the cost of meal preparation, with annual price adjustments rounded to the nearest five cents.

Takes effect on July 1, 2051.
