Amends Hawaii Revised Statutes Section 669-1 to add a new subsection (f) requiring that any person bringing a quiet title action for kuleana land must hold title to greater than 50% interest in each parcel.

Adds definition of "kuleana land" referencing Section 669-2 and clarifies the meaning of "permanent" for accretion purposes as land existing for at least 20 years.

Establishes that the State has a constitutional duty under Article XII, Section 7 of the Hawaii State Constitution to protect the title to kuleana lands granted to native Hawaiians over 150 years ago.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that matured or began before the effective date.
