Requires the Division of Aquatic Resources to promote education about nearshore reef wildlife and implement programs to increase reef health and restore nearshore reef wildlife populations to historically naturally occurring levels.

Exempts traditional and customary Native Hawaiian gathering rights, subsistence, cultural, and religious practices from any prohibitions under the bill's programs and policies.

Prohibits the Department of Land and Natural Resources from issuing new aquarium fish permits until a comprehensive sustainability plan for nearshore reef wildlife is developed; existing permits may be renewed but are non-transferable to new individuals.

Requires the Department of Land and Natural Resources to submit a comprehensive sustainable management plan for nearshore reef wildlife to the legislature no later than twenty days before the 2018 regular session.

Takes effect on July 1, 2030.
