Exempts housing projects with at least a portion of units set aside for persons and families earning at or below 140% of area median family income from county impact fees under Hawaii Revised Statutes §46-142.

Exempts the same qualifying affordable housing projects from state highway impact fees under §264-123.

Exempts qualifying affordable housing projects from school impact fees under §302A-1603.

Applies to all forms of housing projects meeting the income threshold requirement, regardless of other characteristics.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that existed before enactment.
