Establishes a Hawaii blockchain technology and digital currency working group within the Department of Economic Development to study uses of blockchain technology and develop educational methods.

Working group membership includes the director (as chair), state agency representatives (land and natural resources, chief information officer, taxation, elections), legislative committee chairs, county mayors, Hawaii information consortium representative, and industry experts from cybersecurity, retail, real estate, tourism, transportation, healthcare, financial services, agriculture, manufacturing, logistics, supply chain, technology, and emerging industries.

Requires the working group to study blockchain technology uses, develop educational programs, and determine best practices for enabling blockchain to benefit Hawaii's businesses, residents, and state operations.

Working group must report findings, recommendations, and any proposed legislation to the legislature at least twenty days before each regular session convenes.

Effective date is July 1, 2038.
