Establishes an alternate backup tracking system for dispensary sales if the department of health's primary computer tracking system becomes inoperable, ensuring uninterrupted patient access to medical marijuana.

Authorizes the department of health to permit additional retail dispensing locations and up to 2,000 additional marijuana plants per production center for existing licensees to better serve qualifying patients in rural or underserved areas.
