Amends Hawaii Revised Statutes Section 368-1.5 to expand protections against discrimination by state agencies and programs receiving state financial assistance to include sex, gender identity or expression, and sexual orientation in addition to disability.

Requires that the terms "disability," "sex," "gender identity or expression," and "sexual orientation" have the same meanings as defined in section 378-1 of Hawaii Revised Statutes.

Broadens the definition of "state financial assistance" to include grants, purchase-of-service contracts, and any other arrangement where the State provides assistance in the form of funds for rendering services, while excluding procurement contracts, insurance contracts, licenses, tax credits, and loan guarantees.

Establishes that the legislature's intent is to ensure Title IX protections continue in Hawaii regardless of changes in federal administrations and to maintain Hawaii's commitment to equality and opportunity.

Takes effect on July 1, 2050.
