HI HB15

Requires state entities to provide written notice seven days in advance and another notice within 24 hours before impounding or disposing of personal property unlawfully stored on state property.

Grants immunity to the State and its employees from civil liability for impoundment or disposal of personal property, provided the action occurred within scope of employment and did not result from intentional or willful and wanton misconduct.

Extends similar immunity protections to county entities and employees who impound or dispose of personal property unlawfully stored on county property, subject to the same notice requirements and misconduct exceptions.

Defines "employee" to include public employees and contract employees of both state and county governments.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
