Establishes a Community Crosswalks Pilot Program within the Department of Transportation to design and implement specially painted crosswalks that represent neighborhood culture while promoting pedestrian safety.

Designates a crosswalk in the Waipahu school complex area as the pilot location, which must be an existing marked crosswalk at a stop sign or traffic signal intersection with good pavement conditions.

Requires crosswalk designs to include white edge markings meeting state and county standards, use only horizontal or vertical stripes, contain no text, logos, or symbols, and have colors approved by the department.

Creates a Community Crosswalks Special Fund to be administered by the Department of Transportation, funded by legislative appropriations, transfers from the safe routes to school program fund, and private gifts, with the fund abolished on June 30, 2019.

Requires the Department of Transportation to report activities and proposed legislation to the legislature no later than twenty days before the 2018 and 2019 regular legislative sessions; the entire Act repeals on June 30, 2019.
