Establishes a building energy efficiency demonstration project within the Department of Transportation to construct or renovate a state facility achieving net zero emissions following U.S. Department of Energy guidelines.

Requires the Department of Transportation and Department of Business, Economic Development, and Tourism to conduct a cost-benefit analysis of energy efficiency designs and submit a report to the legislature by January 20, 2020.

Mandates that state buildings constructed or renovated on or after July 1, 2020, incorporate natural light and dynamic glazing systems (glass that reversibly changes its performance properties) where appropriate.

Specifies energy efficiency design features to be evaluated including lighter roofing, electro-chromatic windows, sensor-based lighting controls, high-efficiency HVAC systems, renewable energy systems, and waste-to-energy conversion systems.

Appropriates funds from a special fund for fiscal years 2017-2018 and 2018-2019 to implement the demonstration project, with the appropriation amount left blank in the bill.
