Amends Section 174C-31 of Hawaii Revised Statutes to expand water resource protection plan requirements to explicitly include storm water management, reuse, reclamation, and remediation programs.

Requires the water resource commission to coordinate with counties and the department of health when formulating water protection and management programs.

Mandates that counties prepare water use and development plans and appropriate state agencies prepare state water projects plans based on the updated resource protection standards.

Changes grammatical structure by replacing a semicolon with a comma in subsection (d)(4) and adding commas to clarify the coordinating language between the commission, counties, and department of health.
