Authorizes the Department of Health to charge and collect licensing, relicensing, certification, and recertification fees for eight categories of community-based care facilities and case managers.

Fee categories include adult residential care homes, expanded adult residential care homes, developmental disabilities domiciliary homes, community care foster family homes, adult day care centers, adult foster homes for developmentally disabled individuals, other specified homes under section 346-53, and case managers overseeing these facilities.

Requires all collected fees to be deposited into the general fund to support the licensing and certification operations for these facilities.

Directs the Department of Health to adopt administrative rules under chapter 91 as necessary to implement fee collection procedures.

Effective date: July 1, 2017.
