Requires newly hired security guards to complete mandatory training within 60 days of hire, including 8 hours of classroom instruction before beginning unsupervised work, a written test, and 4 hours of on-the-job training.

Mandates 4 hours of biennial classroom instruction for all guards, including refresher training on professional image and aloha training.

Requires guard agencies, private businesses, and government agencies to submit a monthly list of newly hired guards to the Board of Private Detectives and Guards, effective July 1, 2017.

Changes guard registration renewal requirements so the first renewal occurs no sooner than two years after initial registration completion, rather than by a fixed date.

Effective July 1, 2099.
